Buying an apartment means buying more than its walls and finishes. You acquire the property defined in the register, a share of the building's common property, rights to any associated spaces and obligations that can become monthly payments. The true cost therefore involves more than the floor area: refurbishment payments, the building's reserve fund, decisions already taken to repair the roof or lift, parking rights and legal completion of the building all matter.
Start with evidence rather than the listing. Registrų centras, Lithuania's Centre of Registers, explains that a Real Property Register extract is the official source proving registration of a property, rights, restrictions and legal facts. The register is known in Lithuanian as the Nekilnojamojo turto registras, or NTR. Even a current extract does not contain the building's complete financial history, so you also need documents from its management company or owners' association.
The register extract: an official starting point, but not the whole picture
Request a current extract for the specific property instead of relying on an old copy supplied by the seller. Check the owner and ownership share, the apartment's unique identification number, registered use, floor area, associated property, mortgage security, asset seizure orders, easements, legal facts and annotations. Compare the information with the cadastral floor plan (the official plan held in the property records) and the actual apartment: have walls moved, is the storage room legally attached to it, and is the enclosed balcony properly documented rather than merely visible in the photographs?
The extract confirms what has been registered, but usually will not tell you the cost of next year's planned façade repairs or whether owners have already approved higher reserve contributions. Building refurbishment: check the balance and decisions behind “renovated”
Refurbishment of an apartment building may be fully paid for, financed by a loan or approved but not yet started. Ask for the investment plan, owners' decision, financing agreement or manager's statement, and the payment schedule allocated to this apartment. You need the remaining balance, monthly instalment, interest, final repayment date, arrears and early repayment terms. A low previous bill does not prove that no obligations remain.
The Ministry of Environment's explanation of refurbishment loan payments shows that instalments and interest are administered for individual apartment owners. How obligations are allocated on a sale, however, depends on the project documents. State in the agreement how much the seller will repay before ownership transfers and which future payments the new owner will bear. “The refurbishment loan transfers automatically” is too simplistic without supporting documents.
Reserve funds and work already planned
Apartment owners contribute to a reserve fund for renewing common property. The monthly charge is only part of the picture. Compare the fund's balance with the building's technical condition and the work in its long-term plan. Under the rules on administering common building property, the manager prepares building documents and a long-term plan and makes them available to owners.
Roof, balcony, pipework or lift repairs may already be approved even though the contractor has not arrived and no bill has been issued. Ask for owners' meeting or voting records from the last 12–24 months, maintenance inspection findings, approved estimates and contracts. Future payments affect the buyer's budget, so the preliminary agreement should also allocate responsibility for bills issued after the sale for work approved or carried out before it.

Unpaid building charges: which owner is responsible for which period?
Separate the types of debt: utility charges, management fees, reserve contributions, refurbishment loan payments and one-off repairs are different obligations. Where the building has an owners' association, Lithuania's law governing these associations requires the seller to notify it, settle obligations already due and provide a statement of fulfilled or outstanding obligations for the transaction. In circumstances allowed by law, the agreement may provide for a former owner's obligations to transfer to the new owner.
If the building is run by a management company or an authorised representative under a joint management agreement, request an equivalent written statement: a balance as of a specific date, unpaid invoices and an explanation of charges not yet billed. In the sale agreement concluded before the notary, record meter readings, the date separating the parties' payment responsibilities and who pays later invoices for earlier periods. A promise that “there are no debts” is no substitute for a statement.
Parking, storage and common areas
A parking space may be a separate registered property with its own unique number, an undivided share in a parking area with a notarised or otherwise legally established arrangement allocating use, or merely a contractual right to use a particular space. These arrangements provide different rights and levels of certainty. Check the register extract, plan and acquisition document, and confirm that the parking right will actually transfer with the apartment.
The same applies to a basement storage room, attic, terrace or part of the courtyard. The stairwell, roof, principal structure, lift and shared building services are generally common property in which a share is linked to apartment ownership. You use them, participate in decisions and contribute proportionately to their upkeep. Exclusive use in practice does not establish exclusive ownership.
Incomplete construction and discrepancies in the register
In a new apartment, distinguish interior finishing from legal completion of the whole building. Lithuania's State Territorial Planning and Construction Inspectorate (VTPSI) explains that an apartment building's 100% completion is registered on the basis of a construction completion certificate, and that an unfinished new apartment building cannot be used for residential occupation. Check the registered use of both the building and the apartment, completion percentages, the completion document and records in Infostatyba, Lithuania's construction information system. A developer's verbal target date is not enough.
Older apartments more often have a different problem: the actual layout does not match the cadastral records. If documents are missing, a larger advance will not replace them. Discuss deadlines for supplying information, resolving material discrepancies and refunding money in the preliminary agreement. If you need a mortgage, check the documents with the bank too, and before transferring money establish when your purchase deposit can be refunded if the mortgage is refused. Document checks and final financing approval are separate steps. Lithuania's State Consumer Rights Protection Authority, VVTAT, recommends checking the option to withdraw if financing fails before signing. For an unusual property or complex obligations, discuss the terms with a notary or lawyer before committing.
