A property handover record, often called a perdavimo–priėmimo aktas in Lithuania, helps document delivery of the home sold. A useful factual record covers more than three keys and a general sentence about condition: read the meters together, compare included items, photograph observed defects and list unfinished actions. The blank sheet and fictional example below help you record those facts.
Blank template and completed example
- Open the editable, printable facts sheet (HTML) – type into the fields, then print or save a PDF through your browser’s menu.
- Download the editable blank template (TXT) – save it on your device, open it in a text editor and add the rows you need.
- Open the fictional completed example (HTML) – including readings, inventory checks, a missing key, a dripping tap and unfinished actions.
The HTML sheet has no submission form or scripts: text entered there is not automatically sent or stored. Print or save a PDF before closing or reloading. For later editing, choose TXT and save your changes yourself. Check all pages in print preview; disable browser headers and footers if needed. Share the completed record and photographs securely with the other party, rather than through a public link. Do not put passwords, PINs or identity-document copies in the sheet.
What to check before the meeting
- The contractual handover clause. Is delivery on the sale date or later? Which payment, vacancy and inventory arrangements are already recorded? Do not change them through this sheet.
- The scope of the property. Copy the address, unique property number and specific ancillary spaces from the agreement. Storage or parking should not be included simply because the seller used it.
- Documents and access. Prepare the documents listed in the agreement, inventory and keys. If someone acts through a representative, check their authority. Use the property sale documents checklist for the earlier stages.
- Utility actions. Ask your suppliers and building manager about documents, balances and closing or opening accounts. A general recording sheet does not update their systems.
How to complete the handover record
| Section | What to record | What must be explicit |
|---|---|---|
| Property and participants | Date and time, agreement reference, participants, included spaces and actual vacancy. | Belongings, occupants or spaces still to be handed over. |
| Meters | Utility, meter number and location, tariff or register, unit, reading, reading time and photo reference. | Each tariff separately; never guess an inaccessible meter’s reading. |
| Keys and access | Purpose, number delivered, whether tested, missing items and whether remaining copies are known. | Entrance fobs, letterbox or storage keys and gate remotes. |
| Inventory | Item, room, quantity, condition, test performed, model, documents or photo. | “Switched on” does not mean “full operation checked”. |
| Condition and attachments | Specific location, observed sign, known history, unchecked items, attachment filename and date. | Different explanations and questions awaiting specialist assessment. |
| Utilities and pending work | Information source, period, application status, who will do what, by when and with what confirmation. | Agreed action versus a proposal; any balance not yet known. |
Complete each field with a fact or “not applicable” / “not checked”. Create an identical attachment index and give both parties the same copies. Photograph the wider location and the detail; make meter numbers and readings legible. A description of physical condition does not replace the buyer’s checks of documents and obligations.
Example: matters still open after the meeting
All circumstances below are fictional. In the example, the apartment is vacated, but the seller’s box remains in storage and only one of two expected storage keys is delivered. A specific agreed action is recorded: the seller removes the box and delivers the second key by 23 October; the buyer records receipt separately.
The kitchen tap joint drips. The seller’s explanation about a washer and the buyer’s request for a plumber are recorded separately. Cause, repair scope and responsibility remain unconfirmed; a plumber’s visit is marked as a proposal rather than an agreement confirmed by both parties. The sheet makes both the observed sign and the disagreement visible.
Similarly, the oven in the example is switched on, but its heating is unchecked. The building manager’s balance statement has not arrived. An unknown amount does not become zero, and an unchecked appliance does not become confirmed working equipment. For problems found later, see the guide to hidden defects and evidence.
Utilities need their own completion list
ESO’s termination FAQ explains the purpose of a readings record, both parties’ signatures and the importance of the meter number. Check the accepted form with your supplier. Ignitis’ contracts FAQ tells sellers to terminate their earlier electricity supply agreement after selling; the new owner separately arranges their own agreement. These sources are in Lithuanian.
- For electricity, gas, water and heating, record the current provider and application status.
- Give the building manager or owners’ association the information it requires and obtain balance and ongoing-obligation details.
- For internet, security and other personal services, check equipment returns and account closure.
Record confirmation or the open question. The sheet itself does not transfer debts, allocate them or prove that every payment has been made.
The limits of a factual recording sheet
Article 6.398 of Lithuania’s Civil Code connects formal handover with a record signed by both parties or another document specified in the agreement. Check the purpose of your particular document against the notarised agreement. This template does not supply individual legal terms.
If you need to change the delivery deadline or payment terms, settle losses or resolve a dispute, involve the notary or a lawyer. This sheet contains no general “no claims” or “I waive everything” declaration. The Supreme Court’s ruling of 14 December 2022 in case e3K-3-282-943/2022 illustrates why knowledge, disclosure and inspection circumstances require specific assessment. A signature alone does not settle every question of quality.
Include handover in the wider apartment sale plan: preparation starts while agreeing the contract terms. Sources and supplier information reviewed on 21 October 2026; check the applicable procedure again before your transaction.
Frequently asked questions
Is this a completed legal property transfer deed?
No. It is a factual recording sheet for a property sale. It does not establish all terms required for your transaction or amend the notarised agreement. Ask the notary which transfer document your agreement specifies and whether this sheet should be an attachment.
Can I fill in the template on a computer?
Yes. Save the TXT file and edit it in a text editor. The HTML sheet has editable fields and can be printed or saved as a PDF through your browser’s Print menu. Edits are not automatically saved or transmitted; save a PDF before closing or reloading the sheet.
What if I cannot check a meter reading?
Identify the unchecked meter and the reason, who will obtain the reading, by when, and what will confirm it. Do not guess a reading. Ask the actual supplier which document and procedure it accepts.
Does recording a defect waive claims?
The factual sheet is not a general waiver of rights or claims. Record the specific sign, photo reference, limits of inspection and each party’s comments separately. Liability, compensation and settlement terms require separate assessment with a lawyer.
